Fredric Tomczyk, Chief Executive Officer

Fred Tomczyk is Chief Executive Officer (CEO) of Cboe Global Markets, Inc. (Cboe), the world’s leading derivatives and securities exchange network. Mr. Tomczyk has served on the Cboe Board of Directors since 2019 and was selected to serve in the additional role of CEO in 2023.  

As CEO, Mr. Tomczyk oversees the execution of the company’s mission to build a trusted, inclusive global marketplace that enables people to pursue a sustainable financial future.

Prior to joining Cboe’s Board of Directors in 2019, Mr. Tomczyk served as President and Chief Executive Officer of TD Ameritrade Holding Corporation, a position he held from October 2008 to October 2016. Mr. Tomczyk served as President and CEO of TD Ameritrade Holding Corporation from October 2008 through October 2016. Before that, he served as Vice Chairman of TD Bank Financial Group. Prior to his time with TD, he was President and CEO of London Life and London Insurance Group. He joined Cboe’s Board of Directors in July 2019.

Mr. Tomczyk also serves on the board of directors of Willis Towers Watson PLC, a publicly traded company. He currently serves as the lead independent director of Sagan MI Canada Inc., a publicly traded company, and of its operating subsidiary Sagan Mortgage Insurance Company Canada. He is also a member of the Cornell University Athletic Alumni Advisory Council.  Mr. Tomczyk served as a director of Knight Capital Group, Inc. and as a trustee of Liberty Property Trust, both formerly publicly traded companies, and as a director of the Securities Industry and Financial Markets Association.

Mr. Tomczyk holds a B.S. degree in Applied Economics & Business Management from Cornell University and is a Fellow of the Institute of Chartered Accountants of Ontario

Catherine Clay , Executive Vice President, Global Head of Data and Access Solutions

Catherine Clay is Executive Vice President, Global Head of Data and Access Solutions, at Cboe Global Markets, Inc. (Cboe), where she leads the company’s efforts to align Cboe’s information solutions product suite and market data services with strategic objectives. Under Clay’s leadership, Cboe’s market data and access services, market and risk analytics, global indices and order and trade management offerings work in tandem, providing Cboe’s global client base with more efficient and streamlined access to the company’s full suite of data services and trading resources.

Clay helps clients better understand and access Cboe’s market data offering, analytics, execution services and index businesses. She also assists in evaluating potential acquisitions and assessing and facilitating infrastructure investments to maximize efficiencies and agility across non-trade engine applications.

Previously, as Senior Vice President, Information Solutions, Clay led the growth of Cboe’s holistic offering of indices, analytics and execution services, creating a high value offering for market participants.

Clay began her career as a clerk in Interactive Brokers’ market-making unit, Timber Hill, and progressed to Lead Market Maker and Director of Floor Trading and Operations. In 2006, she left Timber Hill to co-found Thales LLC, a market-making firm on the NYSE Options Floor and on the OneChicago single stock futures exchange. She joined Livevol, Inc. in 2010 as Chief Strategy Officer. At the time of Cboe's acquisition of Livevol in 2015, Clay held the position of Chief Executive Officer.

Clay holds a Bachelor of Science from the University of Colorado, where she learned the art of Zamboni driving. She serves on the board of the Greenwood Project.

John F. Deters , Executive Vice President, Chief Strategy Officer

John F. Deters is Executive Vice President, Chief Strategy Officer for Cboe Global Markets, Inc. (Cboe).

In this role, Deters leads corporate strategy and strategic partnerships, investments and acquisitions, product research and proprietary product development. Deters oversees the multi-asset solutions group, which encompasses index services, execution platforms and advanced information solutions offerings across the range of Cboe trading venues globally.

Prior to joining Cboe in 2013, Deters served as an investment banker in the Financial Institutions Group for Barclays since 2008, and in a similar capacity for Lehman Brothers from 2006 to 2008. At both firms, he worked closely with financial services and exchange clients in developing comprehensive strategic analyses, led execution teams in domestic and international M&A transactions, and structured and executed a wide variety of corporate financing transactions.

Deters served in the Financial Institutions M&A and Corporate Law practice groups for the law firm of Skadden, Arps, Slate, Meager & Flom LLP, in New York, London and Frankfurt. He also worked in the Banking Regulation Division for the Institute of International Finance and for the Office of International Affairs for the Securities and Exchange Commission (SEC).

Deters holds a bachelor’s degree from Wheaton College, an MBA from the University of Chicago and a J.D./M.S. in Foreign Service from Georgetown University Law Center. Deters serves on the boards of directors of Eris Exchange and Cboe Vest. He is a member of the New York State Bar Association and the Federal Reserve Bank of Chicago’s Working Group on Financial Markets.

Jill Griebenow , Executive Vice President, Chief Financial Officer, Treasurer and Chief Accounting Officer

Jill Griebenow is Executive Vice President, Chief Financial Officer, Treasurer and Chief Accounting Officer at Cboe Global Markets, Inc. (Cboe). In this role, she oversees all financial activities for the company, including accounting, finance, tax, investor relations, treasury and capital markets activities. She is based in Chicago and also responsible for other corporate administrative functions, including facilities.

Previously, Griebenow was Senior Vice President, Chief Accounting Officer at Cboe, overseeing the Core Accounting, Financial Reporting and Administrative functions. Prior to serving as Chief Accounting Officer, she served as Chief Financial Officer of Cboe Europe. In that role, she was responsible for all financial control and human resource functions, including financial planning and reporting.

Griebenow joined Cboe as a Financial Reporting Specialist in 2011, and also served as Assistant Controller, where she managed the daily operations of the company's U.S. accounting function. Prior to joining Cboe, Griebenow was a Senior Manager at Ernst & Young, where she focused on audits of public companies within the asset management and financial services sectors.

Griebenow has more than 20 years of experience in the financial and public accounting industries, and is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants (AICPA). She also serves as treasurer of the Navy Pier Board of Directors.

Griebenow holds a Bachelor of Arts in Accounting from the University of Northern Iowa, where she graduated cum laude.

Greg Hoogasian , Executive Vice President, Chief Regulatory Officer

Greg Hoogasian is Executive Vice President, Chief Regulatory Officer at Cboe Global Markets, Inc. (Cboe). In this role, Hoogasian oversees the regulation of Cboe’s U.S. equities, options, futures and swap execution facility (SEF) markets and supports regulatory oversight of the markets associated with Cboe's further expansion into North America, Europe and Asia Pacific.

Hoogasian initially joined Cboe in 2004 as an attorney in its Legal division, where he also represented the company in enforcement-related matters. From 2012 to 2015, he served as Vice President, Deputy Chief Regulatory Officer. Prior, he held senior roles at the Chicago Stock Exchange, including as Senior Vice President, Chief Regulatory Officer. Earlier in his career, he worked in the Illinois Attorney General’s Office as an Assistant Attorney General in its Criminal Division, with a concentration on prosecuting financial and white-collar crimes.

Hoogasian holds a J.D. from the John Marshall Law School and a Bachelor of Science from the University of Wisconsin – Stevens Point.

David Howson, Executive Vice President, Global President, CGM

David Howson is Executive Vice President, Global President for Cboe Global Markets, Inc. (Cboe). David Howson oversees Cboe’s business lines globally, including equities, derivatives, global FX, data and access solutions, and listings, as well as derivatives strategy and The Options Institute. Howson leads Cboe’s global teams in operating a trusted, inclusive global marketplace, providing leading products, technology and data solutions that enable participants to define a sustainable financial future.

Previously, Howson was Executive Vice President, President, Cboe Europe and Asia Pacific. Prior to that, he was President, Cboe Europe. Under his leadership, Cboe Europe became one of the largest pan-European stock market and trade reporting facility operators with venues in both the United Kingdom (Cboe UK) and the European Union (Cboe NL). Howson was instrumental to the launch of Cboe Europe Derivatives and plays a key role in Cboe’s acquisition strategy, execution and integration.

Howson served as Chief Operating Officer of Cboe Europe from 2013 to January 2020, overseeing the company’s software engineering, infrastructure and operational teams.

Previously, Howson was a founding member and Chief Technology Officer at Equiduct Systems Ltd., where he helped establish Equiduct as a pan-European Regulated Market. Howson spearheaded the design and implementation of the company’s technology platform and market structure and was responsible for technology strategy, market structure and post-trade services.

Prior to Equiduct, Howson was solutions architect and principal consultant at Reuters Consulting. His work included implementing and integrating a pan-European equities trading platform for Nasdaq Europe, as well as the architecture and implementation of the Super Montage Hybrid trading system for Nasdaq Deutschland. Later, as principal consultant to the Nasdaq Stock Market based in the U.S., he managed the redesign and deployment of several Nasdaq Market Site systems.

Howson regularly shares his market structure expertise with various industry groups and is a frequent speaker at industry conferences. In December 2019, he was appointed to the European Commission’s High Level Forum on Capital Markets Union. In November 2020, he was also appointed to the Consultative Working Group of ESMA’s Secondary Markets Standing Committee for a three year-term, contributing to the development and analysis of regulatory frameworks governing Europe’s secondary securities markets.

He graduated with first-class honours in Mathematics and Computer Science from Newcastle University.

Chris Isaacson, Executive Vice President, Chief Operating Officer

Chris Isaacson is Executive Vice President, Chief Operating Officer at Cboe Global Markets, Inc. (Cboe), joining the firm in 2017 as Chief Information Officer during the Bats Global Markets acquisition. Based in Kansas City, Mr. Isaacson is responsible for running the day-to-day operations of the company, including oversight of all technology and operations, the Risk/Information Security teams, the trade desk, infrastructure, data and analytics, and foreign exchange (FX) technology and operations.

As CIO, Mr. Isaacson oversaw all technology and operations (trading and technical), including technology strategy, software engineering and quality, IT infrastructure and the trade desk. He and his team successfully migrated the Cboe Futures Exchange (CFE) to Bats technology on February 25, 2018, less than one year after the acquisition of Bats.

A founding Bats employee in 2005, Mr. Isaacson played a major role in developing the firm into an innovative, world-class technology and markets powerhouse, leading expansion into multiple asset classes and geographies. In 2015 alone, Bats moved or launched eight of its 10 markets while simultaneously introducing new trading, listing and product innovations in the U.S. and Europe. This was followed by the successful Bats initial public offering on the Bats BZX Exchange in April 2016.

Mr. Isaacson began his career as a software engineer at publicly traded Cerner Corp., a healthcare information systems supplier. He was later instrumental in the architecture and implementation of the original Bats trading platform while starting and overseeing operations, including the trade desk, working closely with customers trading on Bats. Previously, he was a software developer at Tradebot Systems, a broker-dealer, from 2003 to 2005.

A frequent speaker and participant in key industry events and initiatives, he has consistently been ranked as one of the top technology professionals in financial services by Institutional Investor, which placed him at No. 1 in its "Tech 40" in 2018, up from the No. 2 slot in 2017.

Mr. Isaacson holds a B.S. degree in information systems with a minor in math from Nebraska Wesleyan University, and was a two-time Academic All-American as a decathlete. He holds an MBA from the Raikes School of Computer Science and Management at the University of Nebraska, Lincoln. Mr. Isaacson is also involved in leadership at his church.

Mr. Isaacson holds Series 4, 7, 24, 27, 55, 63 and 65 licenses.

Patrick Sexton, Executive Vice President, General Counsel and Corporate Secretary

Mr. Sexton is Executive Vice President, General Counsel and Corporate Secretary, a position he was appointed to on March 1, 2018. Prior to that, he served as Deputy General Counsel of the Company’s subsidiary Cboe Exchange, Inc., since July 2013. Sexton has acted as legal, regulatory and compliance counsel with increasing responsibility and oversight since joining the Company in 1997. Mr. Sexton holds a B.A. degree from the University of Notre Dame and a J.D. degree with honors from Notre Dame Law School.
